I've been meaning to do a complete review on this, but I really don't think I'm going to get around to it. However, in brief, this is a GREAT game for empire-building micromanagement nuts.
Reviews across the web have ranged from good to excellent.
If you liked Master of Orion II, and was disappointed by MOO3, this is probably the game you are looking for. While it has a level of complexity that will satisfy the freak who wants to control almost every aspect of a game, it's wrapped up in a particularly simple interface.
It has a great sense of humor. There are little jokes sprinkled all through the game, especially in the diplomacy section.
The game moves very fast, even at the beginning. You will get some entertainment out of even short session, making it an easy game to play 15 minutes here and there.
On first look, you might think GalCiv would get boring fast. Every game is played against the same five computer races, you always play the human, and there is no multiplayer.
However, you can greatly customize your own human race, the alignment of the other races, and the difficulty level. There will also be several minor races throughout the game.
The development process for the game is also VERY OPEN, which is fun. You can go to the website and basically be kept up to date, and have input into, its continueing development as it's very customizable.
GalCiv is very addicting and I would highly recommend it. You don't even have to go to the store to buy it. It can be downloaded direct.

There are three things that keep this from being the real successor to MOO2:
customized races
customized ships
multiplayer
Even so, the game play is addictive enough that you will not miss those items much (maybe multiplayer).
